Greenbull's statement had to do with the status quo (Kaidou's rule, just like any Yonkou's rule over an island, including WCI, GB would not be there). Kizaru's statement is a FAR bigger direct 1v1 powerscaling statement.

It's actually a good thing you bring up the GB statement, the Kizaru statement makes it moot entirely. You can't bring up GB's statement and ignore the actual 1v1 statement in an actual fighting/defeating context.

GB's statement sounded power level related. Hence he said that Kaido kept "enemies" (like himself) away, meaning enemies that are interested in taking over Wano but couldn't in Kaido's presence. This is what the Scabbards agreed upon when saying that he kept guys like Greenbull away.

I think it's a bit paradox, but people don't seem to respect Luffy despite his victory over Kaido. Lucci said he doesn't acknowledge him as a Yonko, Greenbull wanted to pick a fight against an alliance that took down Kaido and Big Mom, just as Kizaru acknowledged that Luffy "defeated" Kaido, which may not mean to acknowledge that Luffy is indeed stronger. Just like Kidd and Law got credit for defeating Big Mom by pushing her down the island with a muted voice. As far as I know, some secondary source still labels Kaido as the strongest despite his defeat.

So it is possible for people seeing Luffy as the one who defeated Kaido but still not acknowledging he is definitely stronger in a 1 on 1.
