I just don't agree with that notion. Nika had 2 finisher moves on the guy. Kizaru might've had one. Oda is never gonna make admirals and old legends look like scrubs. Doesn't mean that Garp could've beat Blackbeard of Kaido at his current age.

If Luffy is truly below Gaban at this point in the story, then he is lagging behind. I just don't see or think that's the case here.
