Luffy chose to immediately use G5 against Lucci without feeling out his power first. We can say he simply wanted to test it out some more.

In this chapter they felt the Haki and attack from Gaban and then Zoro even decided to use aCoC right off the bat while Luffy at the same time jumped immediately to G5.
Luffy didn't used G5 instantly against Kizaru. What does that tells us about Kizaru though?

Yes. Kizaru established first that G4 can't match him, that's actually Oda's way of showing that G5 was needed for Kizaru.

Against Lucci we know even Base Luffy could've done the trick most likely but Kizaru established he is too fast even for G4.
