Loki is likely not the antagonist of this arc, possibly not even in an "misguided good guy fights Luffy for the finale," way.
He's already pouring his heart out to the SHs and co. before he's even gotten into a real fight. We might even be heading into his flashback, at which point that seals it.

Indeed Gunko + Shamrock attacks leave Loki to 1% HP or lower. And i doubt they used their most powerful techniques.


Sea stone or not you have to able to take a non-most powerful attack from Shanks inferior and a woman who's tiers below Admirals
