I’m sure Oda can make them top tiers since we haven’t seen their abilities in action yet, but from a stakes or characterization standpoint, I’m still not convinced they’re fit to be main arc villains. Compare them to the Gorosei, Doffy, Kaido, etc.. there’s just not enough buildup.

That's the exact line of reasoning I used to use for GB not having it, but if you were to tell me Kuzan is the more punch focused Admiral between him and Akainu I would laugh before the battleship bag reveal. I still don't think GB forged it because he's juggling too many things at once. But the best weapons will go to the characters at the very top of the verse, a status symbol more than anything. And I can't imagine him carrying around a blade for fun, when the C3 never did.
