It's always been a shame, a big wasted opportunity to reveal and develop both Xebec and Kaido's character, and Xebec and Kaido's relationship could have been a darker mirror to Roger and Shanks' relation.

Also Kaido did seem to have some genuine care and trust at least in and for King and Jack, yet his relationship with them was neglected and underdevelopped as hell save for a few scenes with King, and he didn't even had any real moment with Queen. At least how he met them and they joined his crew, and the origins of the Beast Pirates should have been part of his flashback.

He didnt make a Kaido flashback because he didnt wanted to reveal Xebec. Thats the reason.

Roger is portrayed better than Rocks.....maybe(for now)
But Newgate too?? Definitely not
Being called Roger greatest adversary/ strongest rival (by Sengoku) is alone the greatest portrayal for any pirate who are been compared to Roger.....

Roger had many rivals, pretty much all top tier in his generation are said to be his rivals or some sort....and out of all, it's Xebec that is the biggest enemy (by far)

It's even more believe to be that Xebec was individually stronger than Roger and kick Roger ass many times before..... until God Valley war where Xebec face an avoidable fate.
Xebec being the parallel of Blackbeard........the biggest enemy (among pirates) for Luffy give another concrete evidence why he's on the minimum worst possible equal to Rogerbeard

Imagine if we had this as Kaido's flashback, then Kaido's defeat, followed by Elbaf and the reveal that: 1. Harald was Kaido's dad; 2. the failure of Kaido's "might makes right" led to Harald tearing off his own horns and accepting pacifism; 3. this allowed the WG to annex Elbaf.
Worldwide consequences for Wano. Luffy's disposing of one tyrant only led to the WG gaining more power.
