Yeah, I think pretty much the same.

The strongest HK (shamrock aside, who is 99.9% a top tier) Is probably going to be EoS Jinbe fight, so pretty strong even though far from a top tier.

Imu
Shamrock/Garling/Sakazuki (contender spread)
Gorosei/Admirals (non contender spread top tiers)
Holy Knights/Seraphim

I personally wouldn't count Sakazuki and the Admirals, as they most likely don't know about Imu.

So if I was only going to count Imu and the CDs, it would go Imu>Five Elders>Shamrock>The other Holy Knights

But if I was going to count the WG as a whole, then it would go Imu>Sakazuki and the other Admirals>Five Elders>Shamrock>The other Holy Knights.
