This translation only works if Gaban was the right hand man of a rival crew to Rogers, since that's what a counterpart is. In this context it makes no sense. The word used in Japanese is "narabu" which is used for two equal/on par things. Counterpart not only is not an accurate translation, but it doesn't even make sense seeing as Gaban and Rayleigh were on the same crew. Unless he means that they are a "copy" of each other, which is a odd way to translate that line.

no it doesnt make sense because japanese is written by oda and oda writes the story not stephen paul so he need to translate what oda says not his own thoughts
Thing is... Gaban was casua too.l And I'm sure Luffy/Zoro/Nami could tell Gaban gave up because he saw whatever he wanted, not because he was afraid of getting his ass kicked, an odd interpretation that doesn't match with Gaban's demeanor.
