Usopp has more going for him slander wise.

It's a combination of character regression, lack of character progression, some genuinely awful things he's done and lack of doing things for an even longer stretch of time.

I don't actually think they're dead equal but I'll bite

Being better than your opponent in a few areas of combat doesn't necessarily dictate the winner

Luffy has much better all around haki than Kizaru (ACoC, confirmed future sight, all 3 forms of armament) and better durability yet he wasn't able to showcase that he was clearly stronger than him

Why?

Luffy jobs to anyone all the time before he comes back and wins be it Kaido or Ceasar Clown, same treatement.
Not exactly the same since noone puts them on the same pedestal and give all Luffy's feats to Kizaru or vice versa.
The thing that bothers me/doesn't make sense to me is when you give A everything B has but not the other way around while still saying that A = B.

Unfortunately if Oda gave the villains competence and logic the story would of realistically ended back in Alabasta
