Consider what kind of man it would take to actually take over the world, the kind of ambition, menace and extreme capacity for violence. I think literally demonic shit happened to the other Monarchs and Mars fell in line.
I should have added because I've put it elsewhere before: if Mars is indeed the last remaining Monarch beside Imu, I believe he is the only one among the Gorosei that knows the full story of how the world came to be.
I think the Gorosei, aside from maybe Mars, are all true believers with their zeal in their mission for order matching that of the Revolutionaries in their mission for liberation.

If Teach is attacking Mary Geoise with his full crew, that's a real problem, and even just a small subsection could cause serious problems.
