That was literally the case with Rayleigh though

He was a random dude living on a stolen boat after his house burned down

There's a chance he wouldn't have done anything particularly important in his life if not for Roger motivating him to set out to sea

Every CoC user doesn't have the desire to rule the world
I mean, fair, but given how Zoro was randomly revealed to be a Shimotsuki and what not, I don't imagine Rayleigh will just continue to be a "regular human guy" with no special lineages whatsoever
But yeah that's a good point lol
Either way Oda should explain how Conq Haki works a little more in the future.

In hindsight it's kinda retarded that Katakuri and Doffy have been having COC for like 30 years but they didn't learn to infuse their COC but Zoro and Sanji will be able to 5 minute after unlocking COC.
Its also about knowing that it exists and how it works.... at least for luffy
Zoro is a prodigy ig, sanji has the blue print now if he gets it.

My point is that Oda's never shown that to us though. He's never been clear about how exactly people get Conq Haki. So far the only thing we know for certain, is that people are born with it.
Yeah, it's just a random mutation that Garp, his son and his grandson were all coincidentally born with. Same with Roger and his son, as well as Kaido and his daughter. Same with Big Mom and her son Katakuri. And Garling and his son Shanks. And the Gorosei and their ancestors who were kings. Life is full of crazy coincidences huh

I'm saying that it can be that, but Oda never really said so
