There is no indication of Rocks age at any point so far. Roger and Garp were 39-40 at GV, WB was 36. For all we know Rocks could be in his fifties at time of GV like current Admirals Kiz. Akainu who are 58 and 55 and considered in their prime. So at Reverie Rocks could have been in his thirties (meaning in or near prime too like Oden/Shanks/WB etc. in their 30s).
And having children at that age is nothing new for example Roger and Garp were almost same age but their sons have an age difference of 33 (Ace would be currently 22 and Dragon is 55). We know Scopper is likely in his late 70s and Colon is 20 years old meaning Scopper also had Colon in his mid to late 50s.
If we take Roger and Garp age of 39-40 as same age of Garp it would mean that he was 21-22 at the time of meeting Harald at Reverie. I dont know if it is explicitly stated that Rocks killed the Admiral at the Reverie of after that. Because there is a gap of 8 years (Rocks being 29-30) between the Reverie and when Rocks comes looking for Harald (probably to ask him to join the crew). Since we know Rocks pirates existed for 6 years (Kaidos joining to GV incident) it means that 12 years after Reverie and 4 years after coming to Elbaf Rocks established the Rocks Pirates.
New info from TalkOP saying that WB, Shiki and Stussy were with Rocks means that he had already made a crew at that time and was looking for more recruits.
