Rocks has more hype obviously. But how tough was his fight against this nameless Admiral? Obviously it's a massive feat since it is how Rocks managed to make all those top tier pirates bend the knee....
But a bloodlusted Kizaru should be pretty much Akainu's equal, who shares Rocks feat of defeating an Admiral. The C3 was a special generation, doubt any generation of Admirals can ever match 3 Akainu caliber fighters.
The other one became Garp's protégé, gained his raw punching power ontop of a potential awakened logia.
What we do know is Rocks loses to 2 Admirals decisively since the WG set that up as a detractor, so the floodgates aren't completely busted open, yet I'd still bet on Rocks for now...he forced Roger and Garp to team up, and had Whitebeard as an underling. Tough to beat that, even for an Akainu peer for now, but should be close regardless.
