Rn black blade is a sign of a superior swordsman, while guys like Xebec and Roger can be just as strong or stronger without it. Oda has a long ways to go to change this outlook. It's doable but there is no reason to believe it atm.

They are strong no doubt even they havn't reached that level.
They can be like Kaidou , strong but still not awakened.
Then we have luffy , Strong and awakened on top of that.
