It's hard to tell what Oda intends to say here. Swordskill = power. Evident by Zoro amping his skill with CoC. And now Xebec's swordsmanship is brought up. Now how does Shanks fight? He doesn't have a fruit, he only uses his sword and Haki, so same thing Zoro does. Cutting or not. He had Kamusari when he fought Mihawk, so shockwaves are in the equation.

But then again, as @ZenZu pointed out, why not just saying "with a power surpassing emperor Shanks".

You could argue, Oda does it on purpose. He wants the ambiguity.
Specialists vs all rounders. Mihawk is the stronger swordsman as his haki amplifies his cutting prowess but Shanks doesn't have to be weaker in overall combat thanks to his mastery over CoC barriers, internal penetration, and whatever CoC specialties he has which don't necessarily define swordsmanship.

I don't believe Oda's intention is for Shanks to be weaker than Mihawk. Weaker at swordsmanship which you can argue should give the edge to Mihawk at best.

I will say this, if anyone expects someone from the mid gen to outdo Shanks in CoC proficiency they are smoking crack. It's not happening. Shanks is the end all be all for CoC in the mid gen. He will take its mastery the furthest.

Why does Rocks, the guy who is killing Admirals, rocking up to start smoke with EVERYBODY, and whom is cutting mountains apart NOT capable of blackening his blade? Why is this guy not wielding Yoru, the confirmed strongest blade in the verse?

With Roger, Shanks etc you can still cope all you like for all I care, but if Xebec gets called a goddamn swordsmen and STILL failed to turn his blade black? It is over either way. Xebec was Rogers biggest rival. You know, Roger, the dude who named his son after his own supreme grade blade. They are CONFIRMED swordsmen. And you lot better PRAY that Pew is just not mentiong Xebecs black blade because if he does not have one? Unless you wanna hype up Nusjuro or fucking Shiryu to be above them?

It is gonna HAVE to be Mihawk I am afraid that is gonna be the goal to be surpassed by Zoro. You clowns had your fun memeing about "nobody gives a fuck about swordsmen, the only true swordsmen are Vista, Zoro and Mihawk" for long enough. Its over now. Xebec? Is the new BARE minimum benchmark for Mihawk and EOS Zoro.

The flaw is that this does not make sense. Shanks is a swordsman, Mihawk is a swordsman. Mihawk is the strongest swordsman.

Swordsmanship is the only fighting style Shanks has. For example, you can say Mike Tyson is stronger than Mayweather as a boxer but Mayweather is more skilled. In this case, Mihawk is both stronger and more skilled. You could say Mayweather is stronger than McGregor as a boxer but that doesn't make him stronger overall, and that works because McGregor has another fighting style.

Shanks does not have another fighting style. He is a swordsman, end of. He is strongest when using swordsmanship. If Mihawk is both more skilled and stronger and a swordsman, then he is stronger overall, because if Shanks narratively cannot defeat Mihawk using his sword, then he's sure as shit not gonna magically get stronger if he throws his sword away and starts kickboxing lmfaooo 😂. He'll get shitstomped without his sword and loses to Mihawk with his sword, as does every other swordsman alive.

The agenda is over; Xebec proves that cutting is not the be-all end-all to swordsmanship. You can be renowned as an exceptional swordsman even when using blunt shockwaves etc... It proves that Shanks is included in Mihawk's title and so would Xebec and Roger if they were alive.
Yasopp and Ben Beckman are both marksmen. Yasopp is clearly the better marksmen of the two, while Ben is clearly the stronger of the two. @ZenZu

This is the semantics argument. But I'm looking at it from Oda's perspective and not semantics. Technically Mihawk should be stronger in overall combat, but this is not the way it has been presented by Oda imo.
 
This just isn’t true

there’s a reason you have characters split up between 3 billion vs 4 billion vs 5 billion

obviously bounty isn't conclusive

but

the admirals were afraid of Shanks and Kaido

And any 5 bil could annihilate a yonko crew.
3 billion is entry level for Top tier.
4 billion is intermediate for top tier.
5 billion is experts of top tier.

Luffy in g5 let it for 10 to 20 mins only. Will be pain is ass for any 5B guy.
It just cannot be a low/mid diff at this point.
Same goes for Admirals , Akainu ain't beating other admiral in low/mid diff.
 
Mihawk didn't even need to target Luffy in MF though, Look at Doffy, who spent the entire war clowning on commanders and laughing his ass off

Could Oda use someone other than Vista? Sure. Just like, could Oda not use Lord of the coast to low diff Shanks? This things happen, you bums just make too big of a deal out of it.
