They weren't subordinates in the classical sense. Whitebeard literally told Xebec that he doesn't take orders from him. As Blackbeard said, a pirate crew is just a group of guys with common goals. And wasn't that your energy as well when Aokiji became subordinate to Aokiji?
Xebec was said to be Roger's rival. Roger was the one appearing on God Valley chasing Xebec. And even if we argue it was a 2 vs 1, it doesn't equate a serious fight, as it could've been a low-mid diff one. Just as Shiki faced Garp and Sengoku 1 vs 2.

People seem to forget that there was a clear overarching theme to the original Emperors in that they stagnated the world. Even Shanks, by just participating in their paradigm, condemned the world to years of tyranny under the Yonko that served as the wall to the end of the New World. They were generally content to just "rule" what was theirs and not bother making bold moves unless forced into it.
Whereas Xebec was literally introduced as the man with the ambition to be "King of the World." He racked up quite a list of accomplishments because his ambition required it more than anyone else's. It seems pretty clear that he shined super bright but was snuffed out early (relative to the story) because he was so quick and casual about becoming anyone and everyone's enemy.
That's how Blackbeard seems to be doing it better—he's playing the tortoise to Rocks' hare and setting himself up for success by taking advantage of the chaos of the Worst Generation as a whole instead of trying to be the figurehead of the chaos by himself.

Is it because he only made himself known at that point? Xebec could apparently already use combined advanced COA AND COC, he clearly had years of experience before the reverie. Personally based on his Elbaf design I wouldn't be shocked if he was well into his thirties when he made a name for himself
Lol Harald was huge as fuck plus he had them ancient giants Gene. In a warrior nation it's not surprising he is the strongest warrior. It's the Oden/Wano Gimmick all over again.
Loki already has a higher bounty than when BB first became a yonko. He is for sure a Yonko level fighter even if he lost to Shanks. And with the recent enlightenment he got from Gaban about Haki he will only continue to grow stronger.
