Within the context of Davy Jones in Pirates of the Carribean, I believe Davy Jones’ heart is locked in a chest, and that’s the only way to kill him. I think Rocks was essentially saying he knows Imu’s secret, but he can’t do anything at the moment because he doesn’t know where the chest is. It’s clear he wanted to do a full raid on Mariejoa, which is why he formed the Rocks Pirates
