Uhmm, not really? What makes Whitebeard actually Whitebeard is his characterization of just wanting a family to sail with and not caring about achieving the PK title. The kind of revision you propose would necessitate a thorough overhaul of who WB is (which I doubt Oda would find desirable). It wouldn't really be Whitebeard anymore. As it stands, there's still room in the narrative for WB to be both a hair stronger than Roger and yet never aspire to cement that edge in terms of notoriety and status. WB's relative passivity doesn't impact his scaling to Roger.
