This fandom (especially on Reddit) loves to gaslight you into thinking Oda is this master planner who thought out every single little story bit that's transpired in the story as far back as when Romance Dawn was a prototype.
To play devil's advocate, why and how would Harald know that Rocks kidnapped a few kings, ran into the flower room, told Imu some cryptic shit, then left and mid diffed an Admiral?
We never saw when Rocks/Harald became "friends". As far as we've seen, only one time period makes sense:
Rocks and Harald bonded after they escaped Marijoa together. After leaping off, Harald and Rocks had a "sake cup" moment, or something close to it.
Harald was pissed that he was blamed for Rocks' actions at the Reverie, it makes sense Harald would want an explanation from Rocks regarding it.
Only way Harald would know about Imu is if Rocks told him directly. Wouldn't be surprised if Harald didn't believe him, and then that bit him in the ass years later when Imu busted out the Domi Reversi on Harald (I still think Harald got a God's Knights Tattoo, and that's how Imu Domi Reversi'd Harald).
Couple of questions with the Davy Jones thing

if a kid is born on one island and grows up on another island, he will prolly consider the latter his home. Especially when the former got erased from history supposedly.
Its not lol. Being from somewhere does not equate to living there. Shanks lived on a ship with Roger. We've seen him as a young kid during Oden's Flashback at that point.
