The entire point behind the shichibukai was that they are all wanted. He exploited that part by making himself useful by bringing in Ace to become part of the group. He had no bounty or fame so Ace was a guaranteed card to get in cause you know, Rogers son they wanted for ages. And he did that. He bypassed it through a colossal feat they cannot ignore than fame and reknown.
I mean, you wondering and asking why Blackbeard was allowed in a group of government protected criminals.
You may as well ask about Kuma being a rev, Doffy being Doffy or Mihawk and his close ties to Shanks.
Its a broken system and why Fujitora wanted it rightfully gone. Its also why Crocodile was allowed so much freedom to do as he pleases by being government protected and him going against Alabasta was also in the WG favor.
Its not a plot issue, its a deliberate issue written by Oda that the system was broken and needed to disappear. That much was clear since Alabasta. Its made that way on full intent to show the WG is corrupt in looking to another direction as long as they are useful to them.
And to make it very clear, it was Oda early on showing how corrupt they are. One of the first instances.

I said before that Egghead Arc is like to Mary Geoise, what Punk Hazard Arc was for Wano,
In Punk Hazard, We found Two Experiments ---> Experiment To Create Smile Army + Experiment To Create Overpowered Kids,
In Egghead, it's Same, We have Pacifista Army instead of Smily Army + Seraphim Kids instead of those Giant Kids,
Smile Army is an Army fitting of Kaidou (Army & King of Beasts), He was Main Villain of that Saga,
PH Giant Kids looked like Mini Versions of Big Mom, She was Secondary Main Villain of that Saga,
I made a Theory long ago during Egghead Arc stating that this Saga's Two Main Villains are gonna follow same Logic,
Pacifista Army are an Army of Buccaneers, while Seraphim Kids are Group of Lunarians,
I always believed that this Saga's Main Two Villains are Representative of Buccaneers + Representative of Lunarians.
With this Chapter's Reveal, It's Finally confirmed to me that Blackbeard is indeed this Saga's Main Villain, and his Big Mom is gonna be someone with Lunarian Powers,
Here is My Theory from almost Two Years ago, Everything is falling into pieces now,
Mary Geoise is indeed being Invaded, Imu is indeed being forced out of her Castle and Main Villain is indeed Alpha Buccaneer,
And Imu's Room is gonna become Blackbeard's Special Location & He is gonna call it "Davy Jones Locker", which sounds very Logical now after previous Chapter,
Only Mistake I made is that I switched between Blackbeard & Man With Burn Scar, as I wasn't sure which is which,
But now that We finally got Confirmed BB is Buccaneer, get yourselves Ready for another Major Introduction of this Saga's Secondary Villain, Someone who is a Lunarian on Steroids! I wonder if Oda gonna tease him this Flashback or We got wait for Present Piece.
