City-busting monsters don’t pop up out of nowhere every other day in HxH. 2 cities got turned into parking lots in just Episode 1 of OPM

well idk about city busting, but there are a lot of monsters who would easily be a huge threat to the average person, and hunters aren't even really reliable to protect you from them

I think OPM is still worse than Japan in JJK. Cursed spirits are still rare enough that barely anyone knows about them, so the odds of being killed by one is still very low. Hundreds of thousands of people probably die daily in OPM
