I’d say the way Big Mom specifically talks about Whitebeard puts them above.

Look at how she mentioned the Yonko in WCI when discussing Lokis failed marriage:
“I’d have defeated Shanks, Kaido, and EVEN WHITEBEARD…” Big Mom herself put Whitebeard on a level separate from Shanks and Kaido. Everything we’ve seen and heard from she and Kaido consistently keeps Roger and WB (and Shiki/Garp/Sengoku by extension) as a separate level back in their primes

Yes Roger as pirate king and most glazed character is above Kaido / BIg Mom and WB as his equal, Garp too as someone who came close to killing Roger many times.

But Shiki was never called Roger equal like WB , Sengoku pretty much stated Shiki would lose to Roger in the end . Shiki was praised as great pirate on pair with WB / Roger but his individual power level was never hyped as those 2. SHiki also admitted after Roger death its WB era now.

Nothing for me to put Shiki above Kaido / Big Mom at least so far.

Since Dragon notice Garp's presence here, I'm really hoping to see Dragon and Garp interaction during this flashback.

I'm interested to see the dynamics between the two.

Yeah I mean, I'm always happy to see a new move from my second all time favorite character in One Piece, especially since she's dead, but I wouldn't say she looked very good in the scene with Garp haha. But it's alright, she's still young, and it isn't like it was Ikoku.

On the other hand I genuinely think that her scene with Whitebeard was great. She is definitely the second strongest Rocks crew member, over Shiki and Kaido, and no one could argue that.

Oda is still doing just enough to separate WB from the rest of the Rocks underlings. It's pretty clear how the others are always worried about being collateral diffed by him, this has happened on multiple occasions now.

Also this makes it worse storywise.

Law, Kidd & Luffy took an elemental attack from a Big Mom (that was confirmed to be way stronger during the current timeline, then she was in G.Valley) non of them needed AdCoC to defend, but a Garp that is stronger than at least Law + Kidd needed to use AdCoC against a jobber attack?

Again. It's the same exact thing that BM did against Damned punk. BM was hurt by it but with ACoC defense everybody around was saying what a monster she is
