If both people have very strong haki and one has DF that don't mean the DF person should be or would be stronger .
There so many differnt level to haki BS that it can even shut down certain DF aspect .
Still having a DF is a advantage just depends on who fighting and how you used it with your haki .

To me people like Ray aren't even a shocker. The real shocker was Kaidou, a guy with a specific df, a top tier specifically hyped for durability came out with worse durability feats than Kizaru. I shit you not that's not an exaggeration they fought the same guy and far weaker attacks managed to breach Kaidou couldn't leave a mark on Kizaru. It's almost dumb, but then I remember Oda loves certain characters to remain unblemished, Kizaru was always one of them (he also left MF without a scratch). In Kizaru's case though we were told he has elite defense, so it's actually intentional.

Kizaru could have hit Rayleigh with orbital kicks like he did to Snake Man, but didn’t.

How often do you see WB, Law, Bigmom, Fujitora using their powers alongside haki?
Their powers don't work like Zoan (kaidou and luffy) or Paramacia type like (Katakuri and doffy) which provides extra AP for combining it with DF.
Only job haki is doing in Other paramcia type is making Logia/Paramacia user a material targets.
