I feel pretty comfortable about this, outside of thinking maybe Linlin should be 2nd tier, because we haven't seen her fight seriously in this era yet. Need to see Kaido and Linlin's Haki to rank them properly. Haki blooms in extreme fights: it's very possible that Newgate, Linlin, Kaido, Shiki, and Kyo all had huge Haki blooms after God Valley. Also hoping Barbell survives, but have a bad feeling. Currently, we don't know if Wang Zhi is alive (Teach might have wanted to keep him around for info), if Barbell's alive, or if Kyo's alive (but it's likely he survived since we haven't seen him be called Silver Axe yet). Shiki is most likely alive since Chapter 0 is canon and ended with him scheming up a 20 year plan. Just because we saw a plan in Strong World, doesn't mean current Shiki isn't alive, with a different plot. Shiki challenged Roger at this prime, so, Shiki def has CoC, which makes me think Kyo does, too. No way Newgate doesn't have CoC yet.

Garp at this stage, is not a rookie. He’s a seasoned marine who the WG is literally entrusting to quell GV based off of narrative strength alone. Big Mom is ACTUALLY narratively way weaker than what she was in Wano.
