Kuzan is more akin to Sabo, who uses strong Haki, but also his Logia.
I still believe that Haki is the resource that fuels Devil Fruits, and that's why characters like Law/Kidd have less Haki attacks than Luffy:
Luffy's ability is stretching, which doesn't burn too much Haki in a lot of cases. Kidd and Law's Fruits both give them crazy powers that alter reality all around them 24/7, when only Gear 5, which is what drains Luffy's Haki the most, allows Luffy to alter his environment.
Law/Kidd will have to learn to use their Haki on their Fruit sparingly, and focus more on Haki techniques, while Luffy will have to learn to conserve the massive Haki burn he uses during Gear 5.
The true elites in this series, IMO, are the ones who have strong DFs + strong Haki, like Kaido/Linlin/Papazuki, and Haki-Men like Garp, whose Haki is so well built they can tank 99% of Devil Fruit abilities.
This is a functional system, because we know from Law fighting Doc Q, that you need to burn Haki to negate Devil Fruit abilities, meaning if Newgate hits Roger with a Gura, Roger has to use Haki to tank the hit.
So, Newgate uses Haki to use Gura, his Fruit, then Roger has to use Haki to negate it.
What makes Luffy so dangerous is his Devil Fruit amplifies his already ridiculous strength, and his Haki pairs very well with these physical attacks.
Edit: I also wonder if you can use Haki to Coat Devil Fruit attacks. If Luffy can do it, why can't others?
