Coby won’t ever reach Luffys level cause he’s not like Garp. Let’s take God Valley as an example, if Garp had a choice between saving civilians and fighting Roger, he’s choosing Roger. Obviously you don't need to be identical to the person you're a parallel to just so you can be a parallel to. We don't see Luffy chasing around Hancock like a chicken with his head cut off, even though Roger did that to Shakky.
But we do see Garp train Koby and call him his beloved protege as well as the future of the Marines, with Koby also being called a hero and having an identical fighting style and naming scheme for his moves to Garp.
The writing is on the wall here. Koby will be the new Garp and, just like Luffy will become the PK like Roger did, Koby will become a VA/Admiral and help defeated a member of the Davy bloodline after they lose their shit and start trying to kill everyone in their path.
Also the problem with Queen vs Franky is that there's a clear power gap between them, there's no clear power gap between Lafitte and Brook from what we've seen.

Just like how we have to deal with different rounds of provider interpretation until we get clarity with the chapters release, you will eventually get cleaner images with the official chapter release. These things are only for people who want the info/scenes as soon as possible.
