No one cares about him being Garp´s protege or whatever, still weaker then Lucci.

You yourself complained about Lucci getting more hype then Koby over the timeskip, since he took down level 6 criminals.

If Lucci was on amazon lilly he won´t look irrelevent against Hancock or get injured by Kuja fodder.

Ngl, for as much as people say ¨oh but bounties aren´t PL¨, PL is clearly the biggest factor. I mean if it was actually about threat level to the WG, Robin would be above Zolo and Sanji for obvious reasons, but that would just feel wrong so Oda doesn´t do it.

Same with BM/Kaido as opposed to WB. Kaido and BM are implied to have destroyed entire countries and etc etc, but Oda doesn´t feel right putting them above WB in bounty. So because of that, I think Oda really does see Shanks as below the Rocks trio.

Plus, if you´re an Imcel/Garlic will be final villain club member, the guy whos opposing them is Dragon, while Shanks is opposing Xebecs fat son

Yes. Garp had already accomplished his mission of freeing everyone else, and was running low on stamina anyways. He’s literally laying down in a fully relaxed position and laughing dude. He’s obviously not resisting in that panel

Oda: Koby is his beloved protege. He's the future of the Marines as Garp himself told us. He even does the exact same training method as Garp, and he names his moves after Garp's moves. He also fights EXACTLY like Garp does, and he's even one of the contenders for the One Piece.
Powerscaling scholars: Eh.. I mean he's strong but it's really delusional to think he'll be the new Garp. Nothing in the story ever suggested that. He's not even Vet level really

Nah, CG isn´t 1-1 with pirate bounties though. I don´t think Akainu is stronger then the Yonko because of his bounty either.

(also law and Kidd are also an exception because they got those bounties due to a lack of intel and etc)
