Garp being morally empty is up for debate. Even if he is, that doesn't make his status as a competent fighter questionable. Garp being Roger's equal, which he isn't, does indeed elevate Garp IMO. It's not like he was far below Roger before all of this. He was always projected as someone strong enough to match Roger in a fight, with Roger being the clear winner.

i don't think even akainu is gonna bat for the wg in the final war

(1) Nika + allied nations on one side---------vs--------- (2) IMU & WG on the other
but, I see fractures internally, as well:
(3) BB is the third faction coming from the pirate world, both opposing IMU and being completely incompatible with Luffy's ideology;
(4) SWORD comprises the "good guys" within the Marine;
-- (4.5) but I expect Akainu's own faction to rise up as extremist marines who want neither devil-Gorosei nor pirates to dictate the law;
(5) then you have CG which will want to take down IMU & WG, but also replace the Marine, and beat the SHs to the OP treasure;
(6) and the Revs will support Nika and the allied nations, as well as (possibly) SWORD, but will want the WG toppled, Akainu removed, and the CG neutered.
It's a lot to juggle for just one or two final arcs.
