Harald kinda makes sense as a character after this chapter, well conveyed. Whether you think its wise or not is a different matter. As someone mentioned many warrior nations in real life bent the knee to a superior power, biggest example being Japan, arguably the most racist nation to exist during WW2. Now they do the kawai shit

Im pretty sure the 13 include the Gorosei. Oda only showed off 7 Knights of God in God Valley, but when you think about it, why would select Knights not actually be there for the hunt? If there were 13 youd think he'd show off 13. And the reason it was 7 was because, at the time, Garling probably wasnt the Supreme Commander (who could have been one of the other Gorosei at the time for all we know, we've only seen Saturn during that time period) and there was likely someone above him and under the Gorosei. 7 shown (Gunko was a Blade at the time) + 1 commander + 5 Gorosei makes 13.
it also likely means that some of the 7 (except Garling and Sommers) were replaced given that Killingham and Shamrock exist, plus Harald was promoted at one point too (Killingham probably replaced him)

Harald is such a tragic character. Intended to completely sacrifice himself for the sake of Elbaf's future and appoint a new ruler while spending the rest of his days as a WG slave, only to have his plans foiled by the actual devil.
