I believe the message Oda wants to send through this backstory was "over relying on one thing is bad". And that Harald should've balanced between a peaceful route and military might.

The chapter subtly hinted that Ida actually was a little concerned about Harald going overboard with his peaceful route:



And In the very same chapter Saul also further showed this doubt:



I wouldn't really consider Harald a "bad" character. He is bad in the sense of choosing bad choices, but he served his central role in this backstory as a scapegoat so that readers can realize there's absolutely no way to "coexist" with the World Government if not a literal slave, setting the endgame war to take it down.

Throughout 800 years all Elbaph's kings were probably ruthless warriors, then Harald came and changed it but leaned too much towards the opposite side of power.

Oda' message here is very simple, but powerful:

A little idealism is never wrong, but don't be naive and overdo it. Don't sell out your national identity.
 
Either Oda is telling us good guys are morons and that good actions always come with a price, the road to hell is paved with good intentions, etc...

Or he just doesn't give a shit anymore and doesn't have the time to come up with something better and we should just accept this level of unawereness and idiocy from Harald.
Oda is telling us that one lone guy will never have the power to change an entire nation and that world peace is impossible with Imu existing.

Harald's death is a great loss to Elbaf and future Luffy's alias.
Loki, Jarul made sure his name, respect, efforts didn't go in vain by not exposing his last mistake and what he turned before death.
Loki took all the blame on himself to save his dad.
I wish Loki to fight along side Luffy against Imu and avenge Imu for his dad.
 
I'm a Nami x Loki shipper, who believes Loki will get with Shirahoshi because Oda/One Piece is fucking crazy.

BUT.

I REALLY LOVE the idea of Lola making a harem, and Loki still marrying her down the line. Would be super funny.

Lola: "Hey, Loki. I feel awful, about the whole arranged marriage. I thought you were a bad guy, but, I guess I was wrong. My fault, for listening to rumors, rather than getting to know you more. You've got really cool eyes, and I love how kind you are to animals. Wanna get married?"

Imu promised V. Nusjuro that he would shave the D, and someday restore hair to all bald men, once Imu's World was complete.

Most tragic backstory.

True mate. Rocks should have told Harald about the WG. Maybe he was sceptical harald might go against him in future. Remember rocks created crew full of betrayers. He didn't trust anyone.
The thing that interest me the most about Harald that I never see others bring up is that Harald HAD the ability to see the future.



Harald predicted his son killing him before Loki was born.

Am I supposed to believe that's it? The only prophecy he ever had? Was Harald on a Toki/Shyarly level, or what? How much of the future did Harald predict?

It's entirely possible Rocks told Harald the truth, and Harald still chose to join the WG for the sake of Elbaph's future, because he already knew what his death would consist of.

So, in this scenario, Harald was really the one playing Imu, and trusted his Sons/Elbaph to take up his mantle after he died.

This explains Harald's behavior a lot more, IMO.
