Who asked you to JusTifY the actions of a Japanese drawing? Are you capable of seeing beyond the approval vs non approval duality lens? You're reading a story here not being presented with potential bffs
 
Hmmn...just read the chapter and I'm not at all convinced that Loki ate that fruit.
Reading the raws it seems like eating that devil fruit is a requirement in order to be able to wield Ragnir.
So the devil fruit comes across to me as more of a means to an end in which case long as you can weild Ragnir, the devil fruit isn't a neccesity.

Loki himself seemed to be against the idea of eating a devil fruit. Plus Ragnir is sentient so I think there is a possibilty that Ragnir acknowledged him even without having to eat the fruit. For example Loki's unique devlish ancient giant look (i.e. potentially a resuilt of extremely pure Ancient giant blood) could have been the requirement he need in order to be able to weild Ragnir. I mean his special nature has to come full circle at some point to it might have a connection to Ragnir

Also given Hadrujin's plot line and the fact that he's in search for a devil fruit to allow him to be strong enough to become the King of Elbaf I think it's only right that it is left for him to consume.

Way things are Loki is already blessed with Ancient Giant blood, giving him the Ragnir and the legendary ancient devil fruit whislt Hadrujin gets nothing is a bit harsh.

Also there is the fact that every single thing that has been said about Loki has been false so it's very feasible that he hasn't consumed the DF. Reckon a lot of folks think that way due to him being able to weild Ragnir.

Lastly there has been a lot of emphasis on Galleila in the flashback and one of the core reasons Rocks wanted Harald to join him was because of them, according to him they have the power to destroy the world or something like that so what are the chances that being able to weild Ragnir, a war hammer is what is required to command Galleila, a group of warhammer weilding ancient giants?
