Remember when people were saying luffy is stronger than Loki?

Define strength here cause while Luffy absolutely has a absurdly broken DF, I feel like that in terms of just raw power and all DF, Haki stuff aside, I would argue Loki could end up as the pinnacle of One Piece. The only one I see who could match Kaidou.
