Ironically Loki's bounty got explained by the fact he did a reverse Harald; he targeted WG assets while staying hidden in the mist and they only found who he was after investigation (hence why his bounty is a special WG one, cause likely no marine directly encountered him).
Until a few chapters ago Imu/WG literally didn't know he was Nidhogg nor that he killed Harald.
Oda did this to justify why someone as powerful as Loki was never mentioned until Elbaf exept for one instance during WCI, but fans are so used to powerful character = massive reputation they can't compute.
