It was a means to have the moment this chapter. Imagine Jinbe escaped with them to Wano:
- Oda would have had to add more things for Jinbe to do, aside from sticking out like a sore thumb being a fishman. The only other fishman, Kawamatsu, was in prison. Inu did nothing and stayed hidden the whole time, and Neko has been MIA for 70 chapters.
- It would have entirely downplayed Jinbe's significance once they hit Wano. Up until this exact chapter, the strawhats have NOT been the focus of the arc, only small sections here and there for Zoro, Sanji, etc.
To be honest, now that I see how this chapter played out, Im happy Oda kept Jinbe away for as long as he did. It now makes THIS PART of the arc that much more fun and interesting because the 10th crew member will kick ass here with everyone else. To me it felt well earned for our patience at least.
On a side note, I have a big feeling Oda is hiding how they escaped because it has to do with Judge/Germa, which may have some relevance past this arc with Vegapunk.

I never said he did. There is still a huge difference between the raid suit and enma. Especially, once you are able to control enma.
A control or tamed enma is no different than a normal sword. RS automatically increases your durability, allows you to fly with the hover boots and increases your speed with rocket boots. You can choose not to use the hover or rocket boots but you can't stop the suits increase durability.
