Well I guess at least in Zoro's defense he had no option, he initially decided to let magistrate arrest him just so that he doesn't thwart Kinnemon's plan even though Zoro was framed. And Zoro only acted when he realized that magistrate was the killer. Condom Luffy literally had no excuse, he was just ratarded when he could have easily stayed Low Key like Law. Sanji literally said he doing it for the crew and Luffy. He was sacrificing his pride for the crew.

A character sayimg something and not following through doesn't mean bad writing. This is just the characters feelings at that point. Luffy said he would save Ace, but Ace is dead, Sanji said he would take out page 1, but page 1 isn't out, luffy said he never run from youkou/admirals again, Zpro said he wouldn't lose again. They don't know the future, they just talking shit basically or what they strongly feel.
