No wonder page one didn't chase after luffy right away he went to take care of his sister and then after he made sure she was ok ( after he tanked G3 easily) and then he went chase after luffy.

Fact is, none of what you’re saying contradicts kaidos goal mate.
He postures and threatened big mom but once she showed up with her crew, he decided against fighting her because like it or not. Fighting in wano with big mom would likely not lead to the war he wanted as the marines would likely just let them kill each other.

and at the sight of war he wanted king to seal it off.
the character doesnt know what he wants.

As I though Pageone was still up and Ulti lying down for some seconds. Both seems fine and didn't take much damage. You need more to take them complete out of the war.
No one is going down or "was" completely for the whole arc, people usually wake up pretty quickly unless they got killed or have a pine issues like Ckraker.
