Ace may or may not have Adv CoA. The only thing that is confirmed is that his Adv CoA (assuming he had it) was not strong enough to break the handcuff. Because Hyogoro said he has never seen Ryou that intense when he saw luffy using Ryou subconsciously.

Ace went to Wano even before going into WB crew, he had what, one year or a bit more as a pirate, I think this is quite understandable that he didn't have that

Ace was still green, unexperienced etc. Luffy had maybe 7 months with his crew in grand line, then trained 2 years with Ray and then had maybe one or two months in the new world. We can't compare at all current Luffy and Wano Ace.
