Imo Asura Doji is close to Inuarashi. He Clashed with him evenly. Inu and Neko Clashed with Jack so Jack and those 3 are around the same level.

So Inu and Neko vs Jack
Ashura (around YC3) and Kawamatsu (I doubt he got stronger like Ashura, Inu and Neko since he spent 7 years in prison) vs King
Denjiro (Maybe same level as Ashura) and Okiku vs Queen.

No that's bad writing imo.

That means all calamities are around same level.

Its not bad writing ,All of the scabbards are below commander level, Meaning None of them can defeat a commander by themselves. Ashura Douji's clash against Jack does not tell us he's on the same level as Jack.Just because you can damage someone doesnt mean you can defeat them. You said it yourself Ashura Douji and Inu were on par and we know Both Inu and Neku went up against Jack and were struggling to bring him down in the 5 days.
