If they stood shoulder to shoulder when Shanks had both arms, it means both had the same growth rate. Yet after losing an arm, Shanks grows even stronger than Mihawk while he couldn't surpass Mihawk with two arms?

Plus, why wouldn't Mihawk challenge Shanks is Shanks is now = or even > Mihawk? We know Mihawk wants to be surpassed. He even trains Zoro for that.
