Something still might come about it. We don't know what Drakes agenda from the beginning was, or why he was chosen to infiltrate the beast Pirates. Perhaps his mission entailed him to see this whole thing through as a member of the Beast Pirates because the end goal outweighed the now, but he needed to be brought over to the alliance side. If nothing comes about it in the long run, then yeah, Oda could have had him switch over at any point as a Marine.
