To me it just sounds like anyone behind Luffy, who is now way more notorious than any of them.

Kid, Law, Drake, Zoro, Sanji, Jinbe, Yamato. Pretty much the big heavy hitters on Luffy's side of the fight.

Then adds a comment about Sanji because he has his bounty with him.

2s and 3s probably refer to secondary fighters, so anyone who isn't a lead figure like Luffy.
Remember, Drake asked Luffy to fight by his side.
