Honestly I think Roger's and Shanks' top guys are higher.
For sure Rayleigh and Scopper were probably crossing 3-4 billion, I wouldn't doubt. I say this because Roger's crew took on Rocks, and while those folks weren't in their prime, they all grew to be 4-5 Billion Yonko's. If Roger was 5.5, I wouldn't expect Rayleigh/Scopper to be less than 4 tbh.
Shanks' crew was referred to as impregnable (i.e., no weak links), most of his top crew members are probably in the 2-3 billion range. They dont have the numbers, but they have extremely powerful members like Luffy's and Blackbeards crew.
Like I think Mihawk is 4 Billion, right there with Shanks. I think Ben Beckman/Roo/Yasopp are probably between 2.5-4.
Marco to me is probably a solid 2 Billion, he is realistically Whitebeards number 2, but Whitebeard had huge numbers in his crew, as does BM and Kaido.
