Luffy, Sanji and Jimbe should be at the second floor, while Queen at the balcony on the first floor (I guess), seems strange to me that he leaves the main stage unguarded to search for Sanji. It's possible though.
In that case he should take the elevator and wait for them at the 3-4-5 floor.

Don't know at all, Marco can indeed bother her and stall her but he can't do that for hours. Maybe a new character or Tama and BM plot will occur, or third party.

It's more than likely a situational power, Marco's flames were stated to not burn long ago. It's probably just something that happens to Prometheus and maybe other fires for whatever reason, but irrelevant to 99,99% of characters.
