Luffy vs Katakuri was not meant for Luffy to improve his haki. It was meant to fill the panel time as a side dish while Sanji baking cake was main dish.
This arc it will be Luffy vs Jack.
Luffy after losing first round with Jack and escaping when Jack is having his own merienda: I am lacking CoA. Then he starts fighting second round to improve haki while Kid, Killer, Zoro fighting Kaido and Sanji fighting King, Drake fights with Queen.
