Yes there is. Our government is literally functioning to supplement the wealth of the rich. It's the same concept, instead of giving money to the poor/working class/middle class and that being proven to strengthen the economy as a whole, our government does stuff to give tax breaks to the rich, does bail outs, does stuff to deregulate, do what they're doing now where they're trying to give liability shields to businesses so if their employees get covid they can't be sued, etc. It's not really called socialism for the rich, but it's the same concept as socialism, just done in reverse so that it makes the rich richer, instead of helping the poor survive and live fulfilling lives.
Socialism can exist with capitalism. Honestly the reason most socialist government have failed is because of outside trade blocks from america, and america doing stuff like creating coups to destroy them.
