Well yeah, it's been said by Robin that it's one of the fruits deemed invincible. In the right hands it probably would be. Nami is extremely well versed in weather and can bring out the true power of the ability if she had it, especially witth Zeus. Hancock is already a physical powerhouse and a Haki master so she'd be very broken with the fruit.

So Ace was even to strong for Jinbe and his CoA. With proof why Van Auger respect Ace,he was not only strong because of his devilfruit but overall.
So take this in mind:
Ace fight equal with Jinbe and even won(he stand up and fight Whitebeard while Jinbe was still down)
He clash against Yamato equal, she daughter of the strongest beast.
That all BEFORE he join Whitebeard and sail for 2years with WB. Ace was easily YC lvl,his control with CoC,he had CoA before even beating Jinbe and even had most like CoO.

No he did not learn to use it it against Draw. He used it out of sheer luck like Luffy using CoC against the Wolfs in ID to protect Bon Clay. There was no mastery there.
