The Gorosei say that the world has not been this unstable for a long time. Their power is under threat.
Joy Boy's Haki surprised everyone, but in the end, it was only a shadow of the past.
The top priority should be to eliminate Luffy. He is on his way to Elbaf. Attacking him there would be dangerous. Elbaf is not a nation of the World Government, but there is also no direct conflict.
