I think it was more likely that he might have been meant to die against Doflamingo. It would've been more fitting to his character than dying to Shanks, but that is IF Oda planned to kill him at all.

Considering Oda intended for a lot of the Supernova to have dropped out early, then yeah its implied Law was supposed to die.
