Saturn getting stalled a whole chapter by the weaklings while having no in-story reason to hold back as he was on a tight timelimit to stop VP message killed the elders hyper for me. We can blame PIS but if this is happened to another group they would never live that down.
Sure, but this isn't even really what happened. "Stalled an entire chapter" . He did one casual attack meant for Robin, and it was blocked by all the weakhats together, literally right after the broadcast started so Saturn had to leave

Saturn ''Forgot'' he could pop heads and immobilize people, and he also forgot about his poison bombs that nuked Warcury who is more durable then Kaido.

This too, he was talking with the others telepathically.
That's why I'm talking about PIS. But even with PIS I can't see admirals or emperors performing like this against the weaklings without Oda giving them an excuse. Like when GB got stalled by RA commander Oda insisted how difficult it was to fight in Marijoa. Big Mom was not her normal self against Jinbe & co.
I think Saturn was legit mean to be a hax merchant and that's why he died early compared to the others. Unlike top tiers he doesnt have any chance to make up for his performance.

Bro, a group of characters attacking a top tier for like a couple seconds(Remember, this is broadcast pacing) is not impressive, not even really an anti feat

I don't know for how long they fought but they clearly exchanged several blows. It's wouldn't have been an anti-feat if Oda didn't do everything to make weaklings turbofodders even against VET level scrubs. Like he made Nami and Usop get negged by Ulti, Brook and Chopper get negged by Perospero but Saturn can't sneeze diff them. Make it make sense

Just go off what we saw in the manga. Saturn casually attacked what he thought would be just Robin, got blocked by several characters, then they attacked him and he left. We can accuse him of being a sloppy fighter, which is fair, but he is a genuine top tier and by no means weaker then Shamrock
