What we know for sure is the buildup for Xebec was massive - he was hyped as someone who led 3 future yonkous. (It's literally hyped in the manga)

Roger could have landed finishing blow but I do think they tag teamed against Xebec.

Narratively it fits more because if we look at how oda gives credit then the one who beats the big dog - gets all the credit aka Luffy.
